Basho Fan is obtained by purchasing it at the Weapons Shop for 86,400 Gold. However, it needs to be unlocked before it'll appear in the Weapons Shop's listing. There are two different ways to do this:

Fight a total of 550 matches.
Defeat Aeolos in Chronicle 17 of Chronicles of the Sword.

The Basho Fan is likely based on the same fan that is owned by Princess Iron Fan in the 16th century Chinese novel, Journey to the West.
