Shutensou can be obtained by purchasing it in the Shop. However, it needs to be unlocked first before it appears in the Shop's listing. There are two ways of doing this:

Fight a total of 500 battles.
Defeat Tomoe in Chronicle 19 of Chronicles of the Sword.
